Would it be correct to assume that it is "not within our ability to propose solutions outside the boundaries of [the ALAC's Report to the Evolution and Reform Committee]? (reference http://www.fitug.de/atlarge-discuss/0208/msg00918.html.

The poster didn't write anonymously - but neither did he identify himself as one of the authors of the report he appears to be critiquing.
