seems to me it's first come, first serve. But, if you give ICANN evaluation processes an obvious out - mostly in terms of allowing the possbility of differing opinions - history shows they will take it (i.e. .I by Sarnoff in the first round seemed to me an extremely qualified application).
So, filing for .UNITEDSTATES rather than .UNITEDSTATESOFMEXICO (or OFAMERICA) in a round of "limited additions" only leaves open the likelihood of subjective opinion entering the fray even if filed by an authorized government sponsor...and the kiss of death, it would seem.
On the other hand, it seems the country and government of Niue should have a slam dunk...no room for subjectivity (that I can determine)within the very rules being outlined for this next round of "limited additions"...what better representative (sponsor) is there for citzens of a country than their own government? I could have sworn I even heard ICANN voice this very opinion in support of its own internal reform processes and conclusions.
In fact, I can make the layman's case that actively seeking the string of letters exactly matching the country's name to the right of the dot in the Internet medium is an act to protect a national resource...or does the government of Italy wish to chance a repeat of Italy.com at the point in time ICANN has outlined rules providing it a clean shot to reserve its name at the top level?
