I do not think I have it backwards...I am articulating what the country of Nieu can achieve today under the parameters of entry that ICANN is allowing today with this next round, not what these parameters or conditions of entry "should be".
I can find myself personally agreeing to the conclusion you raise. But the conditions of this next round do not dictate this. That's the reality.
Regardless of who is subordinate to who (beyond my means to define), .FRANCE, .GERMANY, .SWEDEN, .NIUE etc etc can all achieve delgation given filed for as properly authorized by the respective country's government under the sponsored-restricted parameters ICANN has all but formally defined this next round to be about. I do not see how the rules and parameters of this next round can possibly deny this outcome. To do so would be stating to every government of every country that it is not a qualified sponsor to represent its citizens for a string of characters that exactly matches its name.

Out of curiosity, who gets "unitedstates"? Would it be the United States of America or the United States of Mexico (that's the official name for what we normally refer to simply as as Mexico.)?
What are fair standards to make such a choice?
