So, we should just let the problems fester until they become serious, then try to fix them? Some of us take the DNS a bit more seriously than that.

Given how little clue the ICANN board has shown on technical topics, showing that you know something should give you points. Why didn't ICANN know about this years ago? Why didn't they fix it? Any zone administrator should have done a better job than this.

My comment was that if I had written the report I would have addressed this issue differently.
While the problem is a mismatch between the root and ccTLD exist this mainly a symptom of the current status of 'Internet Governance'.
Cause and effect. I agree that this mismatch has 'no excuse' but for the vast number of cases it is a political/business issue, not a technical one. Lets point the finger at IANA/ICANN and not the ccTLDs for this one.
