One must once again remember that ICANN's role is that of ensuring the technical stabilility of DNS and IP address allocations. To put it more clearly, ICANN's job is:
1) To ensure that DNS roots promptly and reliably answer DNS queries regarding the existance and location of TLDs and TLD servers.
2. To ensure that IP addresses are allocated in ways that promote the effective routing of packets across the Internet.
None of this has anything to do with the establishment of a naming system that entrenches the semantics of business interests of wealthy western nations.
DNS is not a directory system. If one wants directory systems then one should go out and design one, perhaps using DNS names as internal, invisible handles.
ICANN's staff and ICANN's technically-inept "stakeholders" are rapidly destroying many of the ideas that allowed the Internet to florish. In a mere four years, ICANN has made major steps towards making the Internet a repeat of the bland, anti-innovative Telco's of the 1950's and 1960's.
