ims Would Like to Bid to Run IANA

IMS made the right decision to argue on the merits of what they can do well, not what ICANN has done wrong (since the DOC obviously thinks they have done fine). Instead of harping on what folks have already heard over and over, IMS points out that the other two parts of IANA also have some room for improvement, and that IMS is in a better place to fix them than ICANN itself.

Dear Ms. Silverman:
I am writing to you today as a technology-savvy user thoroughly concerned with the continued evolution of the Internet. I am supporting the Internet Multicasting Service, Inc.'s ("IMS") bid to operate the Internet Assigned Numbers Authority ("IANA") and perform the functions therein. IMS is a legitimate 501(c)(3) nonprofit public research corporation. In addition, IMS would ensure the security and stability that the domain name root server system would require.
The behaviour of the Internet Corporation for Assigned Names and Numbers ("ICANN") over the past four and half years is, at best, poor. It constantly trades favours with big business, allowing domain names to be taken away from legitimate small businesses; its administration of the domain name root server system is severly lacking which resulted in a brute force Denial of Service ("DoS") attack last year that left 7 or 9 of the 13 root servers non-responsive for more than three hours; and it continuely ignores the advice of the Internet community.
In my opinion, the duties of the IANA and ICANN should be completely separate with the IANA being run, hopefully by IMS, to perform IP address allocation and technical protocol parameter specification and ICANN performing the administration and creation of generic Top-Level Domains ("gTLDs"). I would invite you to contact Karl Auerbach, an elected and current director of ICANN who had to sue ICANN to obtain standard documents that any director of a corporation should have a right to see, at karl@cavebear.com [mailto]. For the purpose of clarity, he won that lawsuit on all counts. I am sure he would not mind filling you in on many of the problems facing ICANN, and why the duties of IANA should be performed by a separate organization. Professor Michael Froomkin would also be a good person to contact at froomkin@law.miami.edu [mailto] for more information. Both of these gentlemen are true professionals in their respective fields and are two of the most highly regarded individuals when it comes to the operation of the Internet. Professor Froomkin also operates ICANNWatch (http://www.icannwatch.org/ [icannwatch.org]), which is a community watchdog group that monitors ICANN's daily activities and reports on them to Internet users around the world.
Please consider the Internet Multicasting Service, Inc. as the next operator of the Internet Assigned Numbers Authority, or at the very least, conduct an open and fair bid process.
