I sense a historical precursor:
If we change the word "council" to "soviet" then the picture becomes clearer - they have reinvented the government of the Soviet Union! Little councils (soviets) feeding bigger councils (bigger soviets), all leading to the grand council. And all this does nothing but make wimpering powerless noises to those who really have control and receives nothing more than bright badges in return.
No thanks, we don't need to turn ICANN into the USSR. We can stop with the existing dictatorship of the staff, Jones Day, and the executive committee.
