I think it would be a great benefit to all the community (especially to developing ccTLDs) if anyone launched or sponsored a project to develop open source registry and registrar platforms. It wouldn't possibly be a menace to high-volume commercial registry software, but it would help small scale ccTLDs in taking off with an interoperable and standard platform.

InternetNZ has recently established a shared registration system using open source software and in due time will be releasing the registry code and also the registrar interface kit.
This may not be of great benefit to other ccTLDs though as it is designed around the business rules for .nz which are very pro registrant.
