What this company is selling is a complete solution, the computer and the software.
The most inportant thing is that, instead of using the BIND DNS server, they use their own DNS server (RS-DNS v1.6). This software makes a common computer able to work as a root DNS server.
Then you can buy it in order to work as you wish, like for example to lower the network usage for DNS queries.
You can also try to make something like that yourself using FreeBSD [freebsd.org] and djbdns [djbdns.com] which is a really powerful DNS server.
