Since ICANN has chosen to exclude the Internet Users constituency from its Board, why should Internet Users trust its Board not to meddle "behind closed doors" with its evaluation teams, or their selection, or their results.
Its fairly academic anyway, since the ICANN Board decides in the end anyway.
The key point of concern is the correlation between ICANN friends and the contracts they receive.
You know the reality : no-one trusts ICANN these days from DoC downwards. They are regarded as unaccountable. They kick out the category of Directors most likely to rock their boat. Their dealings with a clique of "inner" registrars appear opaque and incestuous. The trust's gone. The credibility's gone.
Of course you can say: "Oh but the Directors weren't on the evaluation team".
But the contract still goes to exactly the "in-house buddies" (a perception) that everybody feared. And do independent evaluations match up? No? Well so what? ALSC recommended @ large Directors but they were ignored as well.
The outcome gives the impression of the contract about to be granted BY Icann Directors TO people who are close allies.
With ICANN, the process is no longer trusted.
So you have to judge by the outcomes instead.
The credibility's gone. The outcomes stink.
