ICANN-mentality intrusion (for lack of a better phrase) is already present. For example, even prior to the ENUM Forum formation, during the State Dept meetings, the usual suspects as well as others, raised the desire to impose trademark values into the numbering space, something that does not exist under FCC Regulations.
One contribution by VeriSign ENUM-partner Telcordia, went so far as to suggest that toll free E.164 number assignment, which exists prior to and outside of the ENUM framework, be revised to favor trademark capture of vanity numbers.
As no one else objected, had I not been present to successfully argue against its acceptance, the contribution might have made it into the State Dept Report that became the basis for the ENUM Forum charter now being negotiated with the U.S. gov.
I've written a number of articles on ICB illustrating ways in which ICANN has expressed interest in controlling ENUM (and ultimately the numbering space.)
They are mostly paid-sub articles, but I'll make requested articles available to anyone who is willing to donate time and expertise to help keep ICANN and ICANN-like policies out of ENUM and the numbering space.
