Along with some of their other recent actions, as I've already said, I think the ICANN insiders are acting as though one of the two is correct:|
1. That Nancy Victory has let them know they have carte blanche to do as they please, so they will do just that, or...
2. That they know that there will be substantial changes following the ICANN MoU review at the end of September, and that they are rushing to put as much as possible in place before that so as to leave a legacy that will be near impossible to break.
In either case, they could get away with okaying VeriSign's WLS, and in either case it would serve their purposes. -g
