I can, and do, turn of the Internet Exploder "search" function - there's a nice little checkbox labeled "Do not search from the address bar" under Tools | Internet_Options | Advanced. Individual users can set this, and companies that chose to do so can set it as on a bulk basis for their users.
There is no way to turn off Sitefinder.

to me, this is the same as saying that there is little user alternative to .com and that whatever the technical ramifications that sitefinder has forced through the food chain is simply a small cost to the greater overall benefit of "Internet stability" that we enjoy as a result. ;-)

ISC has issued a patch for BIND (far and away the leading DNS infrastrucutre software) such that an organization or ISP can turn off Sitefinder if so inclined:
