It is sad that we have to pay $40 for a document that is the product of a project that "was sponsored by the U.S. Department of Commerce and the National Science Foundation and was mandated by the U.S. Congress through Public Law 105-305."

(Those of use who made contributions to the study don't get a price break either.)
