 ICANN and the U.S. Government

Mike Sorros writes, "Prof. Mueller wrote in
a story about a hastily
drafted staff document ICANN issued, purporting to
be a strategy for selecting new TLDs.
ICANN simply must have spent all its effort to defend
itself in regard of the WSIS process and simply has had no time left for
the real important tasks.
Last Thursday a
senate hearing took place at
Washington DC with the topic: "ICANN Oversight and Security of Internet Root
Servers and the Domain Name System (DNS)":
Mr. John Kneuer, Deputy Assistant Secretary at the NTIA
made the following statement:
"Further, the Department does not believe that any
existing UN body, such as the International Telecommunication Union (ITU) or the
UN ICT Task Force, is qualified to assume the responsibilities currently held by
ICANN for the technical coordination and management of the Internet domain name
system."
A very strong, interestingly very direct (undiplomatic) and clearly ICANN self-serving statement."

"It's a shame how
U.N. organizations are treated these times!
Ironically many high level positions
at the ITU for example, especially
in the Domain Name area, are held by Americans!
The U.S. Government clearly want to keep its power over
ICANN, there is no doubt. Most of
the arguments against an international body, such as the ITU which would
be responsible for the technical coordination and management of the Internet
domain name system, are just non-existing arguments.
The only real and
honest argument is that Mr. Vint Cerf and his ICANN board colleagues simply
want to keep their personal power, which in my view is a consensus between
the ICANN board, mainly Mr. Vint Cerf, and the U.S. Government which allows
them to continue to favor entities which are closely connected to them.
Unfortunately the internet is a global communication network and can no longer
be governed solely in the interest of one single country or a group of
people.
I understand "consensus
based" as the intention to work on a consensus which can be accepted by the
majority of the International Community. Unfortunately the U.S. Government
is more and more moving away from backing U.N. resolutions and is more and more
going it's own way...
Today the U.S. Government
simply tries to block every initiative which could result in loss of power over
ICANN. What Mr. Kneuer left open is the
integration of ICANN into the ITU. In my opinion ICANN should
simply be integrated into the ITU as a new so called
ITU-I Sector..."
