Domain deletion policy passed, but not implemented

animats writes "The ICANN board, at the Tunisia meeting last October, adopted
the Consensus Domain Deletion Policy from the Deletes Task Force. (Vote 03.162) They instructed the ICANN President and General Counsel to implement this policy. (Vote 03.163)
And nothing happened. Registrars are still holding domains beyond the 45-day limit now adopted as ICANN policy. ICANN hasn't even posted this policy on their Consensus Registrar Policies page on their web site.
What's going on with this? The 45-day limit should be in force right now."

Having served on the Deletes Task Force, I could speculate... but you will notice that the Task Force Mailing List Archive has been truncated, so that it is no longer possible to support a theory by reference to the actual debate of why the deletes policy was tanked by ICANN staff, despite being approved by the Board.
