IP Numbers Address Registries Preparing for ICANN Collapse?

Already reeling from widespread accusations of impotence in regard to VeriSign's reviled Sitefinder service and from attacks on its legitimacy by governments at WSIS, ICANN now finds that the Regional Internet Address Registries (RIRs) are proposing to set up an alternative structure to coordinate address space assignments in the event that ICANN "fails."

The Draft "Open Letter to ICANN from the Regional Address Registries" notifies ICANN of RIR plans to create a new "Number Resource Organization" that would contract with all of the RIRs and replace the Address Supporting Organization (ASO).

The document outlines the efforts of "the four RIRs to execute an agreement between themselves in order to create a joint entity that can undertake those [IP number assignment] roles where the coordinated action of all the RIRs is required or appropriate."

As the report notes, "There are coordinated activities of this nature being performed at present, and this proposed joint entity provides a formal residence for such activities. It is also structured in such a way that it is capable of providing continuity of coordination of number resource administrative functions if so required in the event of failure of ICANN."

This would seem to me to be a very good idea, and a very good contingency plan in the event of ICANN's collapse. Heck, if they can form a consensus agreement with all the RIRs and form a real global IP number assignment organization, more power to them. Maybe they can even convince the DoC to hand over responsibility for naming, too. ;)
