ICANN is Looking for a Flag of Convenience

It bears watching, of course, to which interests the new jurisdiction would be more "favorable". There's also a reference in the story to "members", although it isn't clear if the "members" of a restructured ICANN would be individuals, organizations, or governments:
[ICANN] will consider moving to a new home outside the US as part of a search for a more favourable legal jurisdiction to base its operations.
The Internet Corporation for Assigned Names and Numbers (ICANN) has been registered as a not-for-profit corporation in California since 1998, but president and chief executive Dr Paul Twomey, an Australian, said ... "We have issues about how we make it scale around the world, so there's going to be a review of that set of corporate structures,"...
ICANN had earlier indicated it was looking at setting up in a French-speaking jurisdictions, where not-for-profit organisations made up of members are recognised as foundations." [Editor's note: I'm continually surprised at how few people treat this as a serious threat. It seems the natural outgrowth of ICANN's increasingly numerous and staffed foreign offices. -mf]
