Actually I think the notion of board members as volunteers rather than paid directors is well past its time.
One of the major challenges for ICANN has been to have the Board assert authority over staff. Now if you really want them to do this, you need more than keen volunteers.
Paying directors is standard corporate governance, and with ICANN looking to spoend $30 million a year, spending 1% of it to encourage better governance is well worth it.
