Looking at pages 7 and 8 it seems that this purchase order establishes a rather complex handshake for IANA to receive change requests.
But nowhere does it say that IANA actually changes anything.
Rather at the very end on page 8 it seems to say that all that IANA does is to prepare a package to be US Dept of Commerce for permission. The document is silent about what happens if permission is denied or granted.
Very strange.
The complexity and detail of the request/confirmation processing suggests that this is coupled to some other thing that we are not seeing.
