ICANN Opens .net Report for Comment

ICANN just sent out an announcement on "Draft Criteria for .net", which I've HTMLized:
First 20-day Public Comment Period begins on 28 May 2004 ends on 18 June
2004 at 00:00 UTC

Just wondering....Can anyone point me to a substantive change that ever came about as a result of a comment submitted to ICANN by email as opposed to an insider showing up at a meeting and lobyying?
