Untill now all attempts to create something like a "single" or "unified number" service have failed.
The reason is obvious. It does not line up well with user needs. I am quite familiar with people using multiple e-mail addresses and even multiple cell phones to serve their various roles they play in society.
This user need for more than one identity in public activities goes farther than the (often joked) social need to have one cell phone for the wife and the other for the mistress.
Without a demonstrated demand for large scale "unified" addressing (and no one has ever been able to show it to me), all traceable to a single person, ENUM is just a pastime for policy freaks.
Personal Note:
I do maintain 7 different e-mail addresses but I have only one cell phone, with a very limited community that has been informed about the number.
